New appraisal regulations harm consumers
The Home Valuation Code of Conduct (HVCC) was implemented by the Federal Housing Finance Agency on May 1st of this year. Once implemented, the rules governing the handling of most residential appraisals underwent a number of significant changes that have already proven detrimental to the homeowner.
